Cemetery Notes Although its use as a national military cemetery only dates from 1863, when the system was established under President Lincoln, the first burials in what is now the Beaufort National Cemetery took place in 1861.

According to the VA grave locator there are 3,939 "unknown" burials in Beaufort National Cemetery. I don't know the exact breakdown but most if not all of these burials are from the Civil War. These numbers are roughly in line with information I found on the following site:

Cemeteries - Expansion of Federal Burial Policy (The Center for Civil War Research)

The CFCWR site shows the following breakdown of known and unknown burials within the five years after the end of the Civil War:

Known US Army                  3,796 (suspect number because it is exactly 500 more than the number from 1 1/2 years earlier, why would it be exactly 500 more?)
Unknown US Army             3,462
Known USA CT                   795
(colored troops)
Unknown USA CT              950
CSA Known or Unknown  0

Among others, members of the 54th Massachusetts Infantry were among those reinterred here after being removed from mass graves on Morris Island near Charleston either late in the war or soon after the end of the Civil War. These are presumably all buried as "unknowns" including Colonel Shaw.
