In addition to a duplicate copy of Security Options (which can be applied to all users instead of an individual user), Global Settings also contains the following options:

If your users fall into only two groups in terms of security (typically Administrators and all other users) you will be able to set all security options from this one section, leave the top security options section blank (for individual users), and leave unchecked the option to Allow user security rights to override administrator defined rights.
If your users fall into more than two groups in terms of security (for example, your recruiters have one level of security, your administrative assistants have another, and you have a separate group for managers or administrators) you should ignore the security settings on Global Settings and just make sure each individual user has the permissions set correctly under the Security Options settings. In this scenario also make sure you check the option to Allow user security rights to override administrator defined rights.
