Clicking on the New User button from within the Security screen performs the same function as clicking on the Plus icon while you are in the Users section, or using the pull down menu option Commands > Insert from within the Users section.
Beginning with version 9 you can create a User Template record which you can set with user defaults that you want to be applied to all new user records (this avoids the necessity of using the Insert Duplicate command to clone an existing user record). User Template records will be inactive by default, so they can not be used to log into the datafile. You should take away Administrative Access from the User Template record, though, otherwise any new users you create will be granted Administrative Access by default.
